3.Cultivated land reserve resources Investigation of potential cultivated land restoration resources
Houma is located in the center of the Qin, Jin and Henan triangle"Yan, Zhao, Qin, Shu thoroughfare", traffic location advantage is outstanding, is a transportation hub city in southwest Shanxi。But the city of Houma is small, only220.0680km2The contradiction between economic construction and land demand is prominent, and the reserve resources of cultivated land are exhausted and few are left。In recent years, most of the land use indicators meet the requirements of construction land through the adjustment of Linfen cityDemand for "balance of occupancy and compensation"。A new round of reserve resources survey identified reserve资源39.6306 hectares, (of which: other grassland 36.9,465 hectares, bare land 2.6841 hectares), according to the overall land use planning of Houma City, all used for construction land "balance" cultivated land restoration resources。

Houma City GovernmentThe 2022 annual plan arranges for the implementation of 56 remediation and reclamation projects, involving 235 plots。Among them, there are 2 reclamation projects of agricultural facilities construction land, 1 project of other agricultural land reclamation projects, and 53 projects of farmers' independent adjustment of management mode。The projects are distributed in 5 townships (streets) : 13 projects in Xintian Township,76 plots involved;Shangma Sub-district office 13 projects,46 plots involved;Gao Village 9 projects,39 plots involved;Zhangcun sub-district office 9 projects,Involving 41 plots;Fengcheng Township 12 projects,33 plots are involved。

(1) Site condition analysis

(五)Arrangement for the implementation of the "Cultivated land transfer" project
After full communication with the operators, the cultivated land projects to be transferred this year are implemented in the form of financial subsidies from the government and independent reclamation by the operators。Houma Municipal People's Government signed a target responsibility letter with the operator to ensure that the project implementation plan was implemented in place, and the financial subsidies were issued in a one-time way after the project acceptance。The financial subsidy standards are shown in the table3.2。

(1) Necessity analysis of conversion of cultivated land into forest land

(2) Necessity analysis of converting cultivated land into facility agricultural land

The direction of "cultivated land turn out" is 0.0371 hectares of grassland, belongs to the wetland project of the Huihe river, in line with Houma city overall planning both ecological protection planning, in line with the relevant industrial structure adjustment policy。
(4) Necessity analysis of farmland conversion to rural roads
The direction of "cultivated land turn out" is 0 of the rural road.2319 hectares of land, all of which are "field roads", are necessary facilities for agricultural cultivation and should be allowed to adjust their layout reasonably for the convenience of operation。
2.Rational analysis of the location of "cultivated land transfer out"
